As a R.N., which state is better to work and reside N.Y or California?

I just graduated and got my BSN diploma recently. I live here in the Philippines and I have plans to work in the U.S. as soon as possible. As a new nurse, which state do you recommended for me to work and reside, N.Y. or California? By the way I have my tourist visa and hopefully if they process my NCLEX application quickly, I could take it early next year. If ever i passed the said licensure exam, could I work in the U.S. right away or do I still have wait for 2 years for me to work in the U.S.?

I am hoping for your quick response. Thank You SO MUCH!

I live in NY but do love CA. But there are many many people without healthcare or are supported by governmental healthcare in CA, and could make for a lot more paperwork...but that's just my opinion - you do get that everywhere really - but CA ranks as one of the highest.

you ever heard of a traveling nurse.
it's a great way to go,but if you want to settle down then go to NYC and go for it.
