There are dozens and dozens of different Blue plans. Some have deductibles for all services, others have co-payments. It would be impossible to correctly answer your question without knowing which plan you're looking at.

Most Blue Cross plans in each state cover annual physicals without having to meet the annual deductible first. Each Blue Cross is separately operated, so you will need to call your local Blue Cross, or go online, to verify this.
