Is there a elderly care agency in the uk that takes on workers from abroad?

my friend lives in the philippines and is doing a course in care work for the elderly

Providing the qualifications are OK, they can speak English, & they have a work permit, then why not?

Obviously the language barrier would be a problem. Some of the elderly in care homes, have hearing problems & the last thing they need is someone who doesn't speak their language correctly. It may be very confusing for them.
