If their 'cleavage-baring outfits' have the markings and trappings of a nurse's uniform (white colour, red cross on a white hat) then yes it may be considered demeaning. Not that most nurses wear those anymore... standard hospital scrubs have become more commonplace.

One can argue also that if their outfits are modelled after the dress of a French maid, police officer, etc. then it may be considered demeaning to the respectable women who work in those professions, for it associates them the drabs and tramps clad in the skimpy outfits, and may also lead some men of lesser intellect to form unrespectable notions about the women who work in those aforesaid professions.

Are you asking if it's a male fantasy? Well, it can also be a reality. Have you ever gone to Hooters? There you will find plenty of cleavage and tight-@ss shorts. The girls are gorgeous also. The food ain't bad either. Don't have a Hooters in your area? Go on line and see if you can find one fairly close. I believe they are a national chain. How did they get that name? Hint: Hooters does not refer to owls. That's all I'll say about it.

As for me, my male fantasy doesn't involve cleavage. Cleavage implies material covering at least part of the waitress's bosom. No material, no cleavage!

I am not sure why the nursing industry cares. Nurses these days look like slobs running in scrubs and sneakers, no wonder most in the health care industry are 30% overweight.

At one time nurses wore crisp white uniforms and hosiery,but now they waddle around the halls in pajamas and sneakers so they can look like a surgeon in an operating room. Doctors manage to make calls in acceptable calls, even hotel maids seem to be able to clean in a respectable uniform, but nurses disgrace their industry, and eat themselves into the elastic waistlines they wear.

I work in the legal profession and wear a business suit, heels and stockings to work daily, and have to be every bit aware of facts and circumstances as nurses, yet the most casual we would be working is maybe jeans and heels on a Saturday.
