Why do nursing/midwife students get so much more funding if they are doing a diploma instead of a degree?

Funding for diploma- around 7k a year, not means tested.
Funding for degree- around 3k a year, means tested.

Why on earth would this be?

I dont know. Its mad. I'm doing the diploma because I cant afford to do the degree course. I will work toward my degree once I am qualified.
