Can foreigners Study in the UK without taking any English Proficiency test? From Philippines?

I'm a BS Nursing student here in the Philippines.I wud like to continue my studies in England for i've heard that the education there is great.I haven't taken any English Proficiency Test but my education was taught in English. Is it possible f i study ESOL along with an Access course and take the exam there? Can i get a Student Visa for that? thanks!!!

I think most universities in native English-speaking countries require students from non-English speaking countries to take a TOEFL or TOEIC test. The Philippines is considered a non-English speaking country.
