Obviously, you have alot of issues with the CPS. It sounds like the children were removed for a period of time from your care. The CPS provides services such as parenting classes, etc., and can require that you stay clean and sober (if that was an issue) for a period of time, and attend family therapy. You did what they requested and your children were returned to your care. The case is closed. CHINS (Children in need of services) cases are sealed. They are not public record and cannot be shown or release to requesting parties. Your involvement with the CPS will not be disclosed in any way, so it should not and would not prevent you from doing anything, UNLESS, there were SEPARATE CRIMINAL CHARGES IN ADDITION to the CPS case.
