Whats the difference between these Nursing Program...?

There is a three year program and a two program offered?
Is one particularly better than the other or easier??

Which is reccomended?

Two year program gives you an Associate Degree. It's light on clinical experience so when you start a job, they usually (should) give you a preceptor who is an experienced RN to work with until you gain more experience. Also, you should get ample orientation period where you aren't expected to carry a full load of patients.
The traditional 3 yr program was a Diploma program where you lived at the school of nursing and went year round. IT was light on college courses, heavy on experience. You were ready to go to work when you graduated.
I don't know if there are any of those left anymore, so maybe the 3 yr program you are talking of is a hybrid between an ADN and a Masters in Nursing? The different degrees allow you to do different things. Obviously, with a Masters Degree, your choices are much broader.
