Why do the "Kentucky River Decisions" not apply to Public Hospitals?


The NLRB (National Labor Relations Board) passed the KRD's in October 2006. These decisions affect the right of
charge nurses to unionize. I was told the KRD's don't apply to public hospitals. Why is that ?
I am a RN working in a public hospital and my manager told me
the "Union" does not let them hire charge nurses.
I want to educate him and tell him why he is wrong....

You should talk to the union, which undoubtedly has a lawyer available who understands the limitations of the KRD.
