Is there a website regarding Register nurse rights and cna rights.?

I am a nurse at a hospital and they give Cna's 19 patients to care for by theirselves. I think that is just harsh. Talked to the manager plenty of times regarding this issue. Nobody cares I am a new grad and I really want to help them , but I don't know who to call or talk to.
